You can access the AMAP portal from 12 November 2018.

This will give schools and responsible bodies, who were unable to participate in the first collection, the chance to provide school information and an assured response.

The first AMAP data collection closed on 27 July 2018.

The AMAP meets the department’s commitments set out in the March 2015 review of asbestos management in schools, enhancing scrutiny on those responsible for managing asbestos in schools.

You are expected to complete the AMAP if you are a responsible body.

Responsible body: the main employer of staff at state-funded schools and academies.

State-funded schools and academies: maintained nursery schools, maintained schools (including primary, secondary and middle schools), maintained special schools and academy special schools, pupil referral units, academies and free schools and non-maintained special schools.
This guidance is for anyone who is responsible for the management of asbestos in the education estate and compliance with the Control of Asbestos Regulations 2012.

Condition Data Collection (CDC) Programme

Tranche 6 of the Condition Data Collection (CDC) programme has now been announced.

The complete list of schools in Tranche 6 is published on the CDC page.

Schools in Tranche 6 are due to be visited between March 2019 and July 2019. Schools will be contacted directly by a surveying organisation at least 35 days before the proposed site visit date to arrange the visit.

All schools will be visited by 1 of 4 surveying organisations. These are Aecom, Capita, Faithful + Gould, and Rider Levett Bucknall.

Fire Door Safety Week

24 – 30 September. Although this date has now passed it is still worth considering the content. This is an annual campaign to engage and educate building owners and users on how to use and maintain fire doors properly. It covers specification, installation, operation and maintenance requirements, along with condition and reporting issues.

School Nurseries Capital Fund

£30 Million has been ring fenced to create new high quality school based nursery places for 2,3 and 4 year olds. Application period has now opened with a deadline of 22 Novembers. For further information follow this link

Asbestos Management Assurance Process

The DfE are about to reopen the portal to amend your submissions or start the process if you haven’t as yet submitted a response. We have access to your access codes should you still require them. We are waiting to hear when the portal will be open but this will be within the October/November month.

LCVAP 2019/20

We have received confirmation that the LCVAP programme will continue into the next financial year on a similar format to this year’s programme. Please remember the deadline for receipt of application forms is the 26 October. Forms can be downloaded from our website under files.

SCA 2020/21

LCVAP will change to Schools Condition Allocation (SCA) in 2020/21. Further details can be found in the communication recently distributed to all VA schools by the DfE. At last we will receive an allocation to distribute across all 60 VA schools rather than by LA area.


The SEEF Fund for Energy Efficiency opened on Friday 28 September with a deadline to submit bids of Friday 30 November. This is a loan payable through revenue savings on utility usage. For further information follow this link

Academies Land and Buildings Collection Tool

The ESFA have recently produced a guide to help academy trusts submit their land and buildings collection for 2018. This includes a summary guidance document and example workbook. There are important changes where church owned land is part of your portfolio, further clarity is provided in the summary document. You can also view an introductory video explaining what the LBCT is.

Access to the LBCT will be available from the 1st October, you need to complete and return it to the Diocese by the 8th October in order to achieve the deadline set by the ESFA.

There is an example workbook, this will be particularly useful to new trusts to help you gather information prior to the 1st October. New trusts will also need to register via the link on the page, registration guidance is available.

Buildings Safety Programme and Fire Safety Advice

To further support the government’s response to the Grenfell Tower fire the Ministry for Housing, Communities and Local Government, set up the Building Safety Programme (BSP), working with an Independent Expert Advisory Panel to consider emerging issues on fire and building safety more widely. The BSP issues updates as these become available. This includes recent advice for building owners of high-rise, residential buildings with non-ACM cladding, which they are concerned about. Whilst this advice is primarily intended for residential accommodation, it is relevant to other public buildings, such as schools. We want to encourage you to consider this in relation to your school and ensure advice from the BSP is acted upon. You can keep up to date with the latest information from the BSP and view previous advice by registering for automatic updates here.     

Under the Regulatory Reform (Fire Safety) Order 2005, all building owners are required to ensure that an appropriate and up-to-date Fire Risk Assessment is in place for their buildings. As a body responsible for a school, (VA/Academy) you must comply with the requirements of the Fire Safety Order. You should ensure that you have an appropriate and up-to-date Fire Risk Assessment (FRA) for school buildings within your control. These should take into account any fire safety risks and detail the mitigations in place to manage these.

One of the interim recommendations Dame Judith makes in her report, is that the FRA should be completed more regularly, particularly for high-rise buildings (any building over 18m in height), which she recommends should be completed annually. We ask that all schools take this opportunity to review the FRA for your buildings, to ensure it is up-to-date and consider your review period for these checks.

AMAP – Update 09/05/18


The ESFA have confirmed that the AMAP report is still due on 31 May for all schools that have received their AMAP code on time. VA and Foundation schools are now due to receive their AMAP code on Wednesday 16 May and, as such, will have an extension until 12:00 noon, on Monday 25 June, 2018.


While this is not a long period of time and most schools will have half-term during that period, reducing the time further, We have been told that the AMAP takes about 15 minutes to complete the school level information and the assurance takes about five minutes so this should not be too onerous on all schools to complete.


Good Estate Management for Schools manual launched

The Education and Skills Funding Agency (ESFA) and Department for Education (DfE) have published the Good Estate Management for Schools (GEMS) manual on GOV.UK which will help you deliver an effective estates strategy.
GEMS is a new online resource aimed at individuals and organisations responsible for managing and overseeing the schools estate, helping to ensure that land and buildings support educational objectives and excellent resource management. The resource sets out:
•    the fundamental policies and procedures needed to manage the school estate effectively
•    guidance on strategic estate management, organisational oversight, understanding your land and buildings, energy and water management and managing projects
•    updated guidance on health and safety, compliance and maintenance (replacing existing guidance in Essential Schools Maintenance)
•    the skills organisations need access to, links to tools and resources that can help

CIF Announcement

Condition Improvement Fund (CIF) announced by the Education and Skills Funding Agency (ESFA) for 2018/19. Schools who have been successful in the Diocese of Leeds are found on the Academies page.

Roof Surveys


All schools will be/have been contacted on behalf of the Diocese by Garland UK to undertake an exploratory survey of the school roof areas. If you are currently experiencing issues with your roof(s) or are aware of any work that is required within the next 12-24 months, please let us know and your school will receive priority. The surveys are being undertaken completely free of charge and are purely for information/budgeting purposes. Once completed the information can then be incorporated into the School's Building Development Plan. This is available through the files section on your relevant school pages.


Concrete cladding - monitoring building condition

Departmental guidance to support monitoring of building condition by schools and responsible bodies.

Concrete cladding is used in the construction of external walls of many school buildings. It can crack or delaminate, potentially giving rise to risks if not well maintained. Causes of concrete defects are known and are relatively easy to address if identified in good time.
This guidance recommends periodic inspection and provides information to help schools and responsible bodies undertake such inspections effectively. The guidance is for all those with responsibilities for maintaining school buildings, including head teachers, business managers and facilities managers.

School condition allocations (SCA) and devolved formula capital (DFC) allocations up to 2019 are to continue in a similar format to this year. The Education Funding Agency has published new guidance on GOV.UK aimed at schools, local authorities and trusts in understanding their obligations and duties in relation to asbestos management in schools. Funding for Maintained Schools (VA, VC and Foundation)

As budgets get tighter all help in reducing expenditure needs to be considered. Guidance and forms are available on the opportunities available to you.

Condition Data Collection (CDC) programme

From early 2017 to Autumn 2019, the EFA’s Condition Data Collection (CDC) programme will inspect every government maintained school in England to collect data about the physical condition of school buildings and how they are managed.
On the DfE website there are four useful documents which you need to familiarise yourself with:-

  • CDC Purpose, Benefits and Limitations
  • CDC Programme Guide
  • CDC Guide for Schools
  • CDC Guide to completeing the School Questionnaire

Schools are required to:

  • Provide contextual information about their site(s) by completing the School Questionnaire before the site visit
  • Provide evidence of key building management and compliance documentation relating to their site(s)
  • Meet with surveyors when they visit
  • Provide full access to their site when surveyors visit
  • Inform the Diocese when contact has been made.

Tranche 1 and Tranche 2, and now Tranche 3 of 6 shows the schools who should have/will be contacted.
